solicit the needs of the client, research the applicable legal parameters,
and pull relevant research documenting “best practice” in the client’s situation.
 
create an organizational framework for the report, in concert with the client,
to address the questions and/or concerns the client has regarding services
provided to their language learning students.
 
gather evidence and data from the client to inform the report and conduct
site visits.
 
write a report that addresses the client’s questions and/or concerns that
includes findings and recommendations for change, based on analysis
of collected data and evidence, and is suitable for dissemination and
presentation to stakeholders and decision makers.
 
coach the client as to various ways to prioritize and implement
recommendations.
